I found the treausre requirement to be pretty steep for what I felt was my science vessel-type loadout, since I was always lacking either a specific crew member (Alexis, Firebat and Noire stand out as being required a lot) or equipment (usually Advanced Cloaking Device, Military Deflector Shield or Transporter Bay ). Only when I noticed that the torpedoes, double Skimmer and Mech make me actually pretty heavily armed (and the Siege Break being almost free with requiring just the Science System) I was able to barely pay back the debt. Guess Going Home in the Earth mission is another freebie.
I could probably switch some stuff around removing the now useless Diplomatic Quarters or using the Reassignment to get more/different Equipment or an additional crew member though.
