The Noise Marine kit was real fun to put together, and painting it has become less intimidating the more I do it. It doesn’t feel anymore crazy than BGV’s despite the reputation of Chaos Space Marines. Hopefully the process speeds up the longer I got at it.

The glue will be plenty dry after an hour, and that's being extra safe, realistically it can be half of that. Keep in mind that stuff like adverse temperature and high humidity effects primers, so it's best to due it outside during a time of day when it's less humid if that's part of your climate. Whatever you do, it's best to let them sit where you have primed them for 10 minutes or so. A sudden change in temp/humidity while the primer is still fresh, for example bringing them in from a swampy Florida evening straight into cold indoors while the paint is still visibly wet, will have some unwanted effects. Also if you are new to it, spray 1 model at a time to get a feel for how much primer you need to lay on. It can be easy to spray too much on and flood a model until you've done a few. Primer dries fairly fast, 30 minutes or so should be more than enough time.

Yes to both questions.
Ambient radiation on Nocturne triggers the marine organ that darkens their skin. Normally once the marine is removed from a high radiation environment, his skin returns to normal. Sallies have a mutation in that organ that makes it so once triggerred, their skin can't turn back to normal.
So primaris successors still have that mutation, but as long as they are not exposed to high levels of radiation they don't turn black. Primaris sallies do turn black because they live on Nocturne and *are* exposed to it.
