Can I get by without one, desu I don't like their look much apart from Void Dragon and I think it's silly that they are fielded on TT from a story perspective.

Necrons have a sliding power scale from 'this thing has niche uses but is still good' to 'I would never bring this to a game because my friends would hate me'.
C'tan are at the upper end of that scale. So are wraiths paired with technomancers.
The only mandatory unit in every necron list is a technomancer. You can get away with most everything else.

They simply didn't think about it.

At best you can argue that the proportions match enough for their hips to be in the machine's hips, and for the legs to be able to stay fully within the first half of the leg, so if the suit takes a step forward, the sister can follow suit by awkwardly "walking" straight legged.

NTA but I got one to mess with to make a chapter master. I had no plans for starting a new army of /mydudes/ other than big and mostly terminators. I have just been adjusting the pose, swapped to a stormbolter which I got an ammo belt on its way, and can't decide between chapter master being a captain in terminator armor, or a named character fill in and matching their base. Either way, lots of work to cleanup, greenstuff that bolter into matching his gauntlet, and seeing about some different shoulderpads.

That's a lot to fill in as the next part for the top relies on those top bits, but might be able to re-use it and place it lower with some added sprue connectors or something to hold it in place.

I am so tempted to buy a saturnine dreadnought and another praetor. Not sure what I'd make the dreadnought, but I found it's decently easy to adjust the pose and wanted to make a running Tyberos, despite "captain in terminator armor" not having lightning claw options anymore.

Is it legal to add both a farseer and a warlock conclave to guardians?

Single warlocks have text saying they can be added to guardians even if a farseer or autarch is attached, but the conclave doesn't have that wording. Warlock conclaves however aren't a character unit any more.

I just use a white background for my pics and cut out out the minis in photoshop, paste them on a background, slap a bunch of smoke effects on it and then go through and tweak the lighting on all the layers so they sortve look like they're in the same environment. The problem is that when you take a unit with a special/heavy weapon you take it because you want a job done, so unless those two have a very different characteristics you are always going to default to the most efficient. The tradeoff between stronger but immobile and weaker but mobile was generally enough to give both of those a niche.

Once those went away it only became a factor of wounds per point, which made one option king and everything else redundant.

Alright let me explain. Imperial weapons at least have different families. Bolter, plasma, flamer, melta, etc. Generally there's 3 versions of each family. A pistol version you use on melee units, a base version and a heavy version that has strictly better stats, but needs to be static. Primaris introduced their own version of those guns sits in between the basic and heavy. That, from the beggining, already makes the basic gun completely redundant because the primaris version is already better with no tradeoff. But primaris guns in 8th and 9th had an assault and a heavy version and in 10th they just get the assault and heavy traits. That expands their niche to cover the role of the heavy version aswell. So with the primaris guns there's no design space left for the original weapons.

Yes it is? One's a trait of the weapon category and another of the weapon family. If you make a hybrid weapon that's both heavy and assault it either makes the assault and heavy versions irrelevant or sucks itself. You can have more categories but they would need to be severely restricted to not eat away the other's niches. For example, dreadnoughts get a heavy plasma cannon that's better than the plasma cannon in every way... but you only get it in the dreadnought so they don't compete with eachother. A plasma gun with 2 shots, 24" and rapid fire 1 would absolutely have tradeoffs compared to a plasma rifle with 2 shots, 24" and assault and heavy.

Namely the plasma would be a lot stronger at short range while still being able to be mobile, while the rifle would either be more mobile or stronger at long range while needing to stay still, but not both. You end up with a squad that is better used to keep mobile each turn and use short range firepower, while the other is better suited to run to a vantage point and then stay still to shoot across the battlefield.

The obvious design space for a primaris tactical Squad is to have them have two weapons they can switch between at will and they choose between two shooting profiles every time you activate them. I think the best way forward for you is to work on getting your basecoats clean and even. If you're using contrast paint I'd advise against it. It doesn't work that well over flat surfaces like armor. Also try to stay within the lines. Keep painting and you'll improve, don't worry.
