Warping Wail is criminally underplayed. It's probably one of the best charms ever made. The first mode can snipe a lot of utility creatures like Esper Sentinel, Soul Warden, or Blood Artist for good. The second mode counters almost every board wipe in the game, in addition to hitting big game ending sorceries like Torment of Hailfire or Breach the Multiverse. Last, the third mode is just an emergency blocker, but you could clamp the Token or use it to turbo a 4 drop Commander on turn 3.

But how much of a cost is the color pip to splash in your deck? I honestly say not that much. Let's take a Boros Manabase and how most of you faggots would build it: You always run your Painland and your Lorwyn Filter as well as Sol Ring and Talisman of Conviction. That's 4 sources base. Next you probably run Reliquary Tower, Scavenger Grounds and the two Boros utility lands: Sunhome and Slayer's Stronghold. We are now at 8 colorless sources.
From there you have so many options: Starting Town is another unintrusive way to fix your colors while still proving colorless. Abstergo Entertainment is a filter land with built-in recursion and Graveyard hate. Sol Lands like Ancient Tomb or Temple of the False Gods can cast Warping Wail by itself.
We can go deeper too. If you're in White, you could drop 1 of each basic for Ramunap Ruins/Shefet Dunes and run Sand Scout as a really good ramp creature (which would also give you access to Arid Archway as a bounceland). Budgetfags can run Promising Vein or Ash barrens for colorless lands that aren't completely dead.
I have a 3-color deck with 10 colorless sources in 41 lands + 3 rocks and I wouldn't even bat an eye if this was castable.

I think especially mono-green should want Warping Wail because every mono-green deck loses to All is Dust and Farewell.
I probably wouldn't play it in Blue decks. Mono-black seems suspicious too, because you want as much swamp mana as you can get to abuse Coffers.

The colorless bit is a bit of a deal breaker for a lot of decks it feels like. But if you're playing something with enough colorless mana producing stuff in it then it's fantastic and off color counter spells are always a good trick that there should be more of.

Like this anon said, include the dog even if only for the blanket Menace. Go for neato, low-powered assassins and throw in things like Cover of Darkness to give them all fear, Blanket of Night/Urborg to make everything into swamps, Crypt Ghast because duh, and Filth for blanket swampwalk. Be the mono-black aggro deck you were always meant to be, anon.

Do I have to go on? There are SO many good utility lands and rocks out there, not even including colorless sources that do provide colored mana too like Painlands or Filter Lands. According to the calculator, 10 colorless mana sources gives you a 63% chance to cast Warping Wail on turn 2. And chances are you don't even want to cast it on turn 2.
It is statically more probable the average 32 land commandertard can cast Warping Wail than they are to hit land drop #3.

Not sure if CaC/customs reviewing is cool here or it's just bait to get told kys.

I started with the first ability on the bottom side of the card. I just thought it'd be kind of a cool little interaction between surveilling and conniving. Let's say you surveilled 2 and liked one but didn't like the other. You get to dump that one card you didn't like and try your luck at a random with the following connive for the same amount.
Everything else was built up around that and I don't think there's a lot of originality happening with it. Like I just lifted the 2nd effect on the back from Arna who's in the same color identity but made it narrower to apply to a single creature rather than all attacking.
If you slept the legendary type on it for commander purposes I kind of wanted it to be this voltron and/or advantage engine that acts as a payoff for surveilling.
I think the mana values are probably a little under where they should be but that's just adjusting magic number knobs.
I had it as a single-sided card at first but decided for flavor reasons to make it a transform card. The idea of the flavor being that they're kind of like a lacky on their front side and then after they get some experience with things they flip over to the back and are a full-blown member. I also just like mechanic slop. If I'm going to make something stupid I might as well make something extra stupid.

All that said. I'm simply looking for maybe some help balancing the card's MVs as well as maybe make it more interesting effect to replace the back side beginning of combat trigger.
Also looking for help on how to make the color pip on the left the proper three colors. I was working on cardsmith and couldn't figure out how to do it besides maybe making a custom one and then importing it.

My life has absolutely no value.
I did 40 deep squats with only 15 fuckin pounds of weight for counterbalance and my legs are still sore 2 days later.
I'm 32 I'm falling apart. I'm not even fat.
I've had awful congestion that only recently went away and it felt like I couldn't breathe and it reminded me how panicked it would be to die choking on my own blood after taking an arrow for Thalia.
I just want to sleep.
I had sex with a skinny Indian girl with a nice body and it meant nothing to me. I barely even think about it.
I feel numb to everything.
If Thalia loved me and was waiting at home for me, then some of my suffering would have meaning.
But she isn't and never will be.
And of course it's ridiculous of me to think I would be worthy of Thalia in any state.
Even if I got /fit/ I wouldn't be worthy of her.
I'll still try but it is sad.

Chaos Warp isn't really worth it unless you're in mono-red. The options suck but black can take care of enchantment and red takes care of artifacts. With the downside it's just bad unless you really need it.
Solemn Simulacrum also kind of sucks in your colors you have the best rituals.

In terms of sheer power it's a toss-up between Urza and Nicol Bolas. No one else even comes close.
In terms of actual achievements it's either Urza or Yawgmoth.

Personally I'd say Urza. It's been thousands of years and his influence is still represented in sets to this day.

Thats a tricky question, sort of. The universe recently* went through a depowering because time got so shitter-shattered everything was coming undone and the solve was for all the planeswalkers to give up their god-like powers. So before that, the list looks something like this:
>Urza
>Yawgmoth jockeying for first slot
>Nicol Bolas in a distant third

But now all the planewalkers are severely gimped in power so its a much less clear set of winners. Maybe something like this:
>Emrakul
>Ugin
>Nicol Bolas but the gap is closing quickly
