Young professionals who have a bit of money, but can't afford to live in a 'good' neighborhood and still want to enjoy creature comforts. When there's a new clientele, new shops pop up; upscale restaurant, tattoo shops, etc, more expensive to cater to those young professionals. In the meantime, all those new shops are priced out for the current residents. After a few years, rent starts going up to price out current residents/business owners to make way for more yuppies.

Here's the thing, it's all based on property tax. Some cities cut spending for areas with low property tax returns. They stop fixing the roads and shit. But that just decreases the value of homes in the area which also lowers property taxes for them. It's a vicious cycle where the city drives itself and the area into poverty.

That is some of it, but historically during the neighborhood cycle it would be because people that did work there stayed until they retired and new employees coming on don't want to live in a crime infested shithole neighborhood.
