Winston takes down all the names of the normies on the train, then when he gets to Parliament he reads out all their names to the other MPs to convince them the people are behind them. Anyone who didn't bother to look it up afterwards would be led to believe these were real names and this scene really occurred.
Unironically dishonest filmmaking.
