Yes. According to their dev interview, they're trying to create the feeling of a real life 'road trip' where one landscape subtly blends into the next over time. The nods to realism, the subdued and even melancholy look of the world, are clearly part of that.

The road trip vibe of the game is why I exclusively use bikes. It feels more natural with the game than little go karts. Highly autistic? Perhaps, but I stand by it.

They were just to add more environments to race in since everything had been done by that point, then the DLC (the original Wii U DLC, not the booster course) had to resort to including other nintendo IPs since by mariokart 8 they'd done everything post-MKWii formula could accommodate. Gliding/underwater driving (both from MK7) were just a way to add more environment variety to race on, same with MK8's antigrav gimmick which functionally doesn't do much. MK8D tweaked item balance and patched the unintended firehopping mechanic (technically an exploit?), but is still derivative of MKWii's racing style. World is the biggest change the series' racing has had in a long time, for better or worse.
