The Orcs haven't had a designated leader since Varok jobbed to Sylvanas. Tauren likes to sit in a corner and watch all expansion. BFA sort of still had an inking of a shadow of the old lore still present. This just doesn't work for a group-based MMORPG. If there is such a conflict, it makes it much harder for people from different races to actually group up. If there isn't, then you lose the entire feeling you want.

You're much better off making a third playable faction to rival the Horde and the Alliance. That fractures the playerbase, but not as much as making every race independent.

Optional pvp flag with benefits is the best option, plus a couple permanently contested areas where everyone is forced into pvp whether they want it or not.
