It was a poorly-executed attempt to pull a double twist.
The first twist being that you were never actually naming Frisk because the kid's his own character, and the SECOND twist was that Chara was ALSO his own character, regardless of what you name him (similar to how old RPGs did things).
Problem is, Frisk is a non-character whose only discernable trait is "I don't like soda" and Chara's primary presence is when he's the literal embodiment of your completionism, making him more like (You) as a result.

When undertale got popular and Toby said hes kind of sad that he wont be able to shitpost often followed by him deleting his old social media and crafting a while new persona following his fame it was 100% the correct decision.
His new persona and not posting as often pretty much kept a pretty good image of him. Shit like the snowgrave/weird route and him joking about being the "king of ero games" makes he think he really is just the same dude as before but he knows how to curate himself.

The only clip I've seen people cite related to this is that livestream where the guy calls Kris "he" and Toby answers but uses "they" like he always does. This carries over from Undertale a bit I think. In that, the MC was a "terrifying beast" to the inhabitants of that world that decided their fate. In Delta, the inhabitants are trapped in his world it seems, rather than the other way around. That's how I think it is going.

I played Undertale very recently, was anyone else underwhelmed by every character's screentime? I thought for the amount of discussion and essays they get the characters would have done more. It's a neat little game. I just thought for a story driven rpg, the iconic characters would have had more interactions than they did.

Nowadays... things have changed a little. I certainly think it's again a little bit. But not that much.
There certainly are good games with stronger characters and depth to them nowadays. But not really in the context of this genre of indie games.

But at it's time, it was a massive deal considering how much games held back on that sort of thing back then. I think Delta has arguably done a lot better in a lot of ways, but then again I feel like it dragged on a little for ch1-3 for some characters. Ch 4 hits the right spot for me though. It feels like Gerson and pumpkin had enough time in the light to make it satisfying without making things drag on. The whole chapter flowed much much better than the earlier chapters.

Put it this way, there were no moments in ch 4 where I felt like I was getting a little tired of the way things were going. I don't know what it was in particular. I think it just took itself a little more seriously in some ways than previous chapters, which felt purely comedic for me. It felt like I was on an epic adventure in ch 4 and how I envisioned deltarune being more. The earlier chapters felt more like a satire of Toby's own work.

That was basically the point, the Lightners weren't taking any of this all that seriously because the real stakes hadn't yet been established. Ralsei had his version of the prophecy, sure, but we were originally led to believe none of that would come into play until Chapter 6-7 given the apocalyptic levels of disaster it foresaw.
Then the end of Chapter 3 hits us with the Roaring Knight's surprise appearance and actions, and effectively set the primary tone for the game going forward, while still making sure to introduce moments of levity so it isn't too severe a shift, while still building up The Knight as an active antagonistic force that's now having further real consequences.
There's a good likelihood Chapter 5 is going to be full of "everyone is trying to act like everything is fine so the festival can be the big fun event it's always been" once the general Hometown populous finds out that the church got ransacked, adding to that feeling of wrongness that was already creeping in from Undyne's absence that most could ignore or otherwise be grateful for.
