Honestly, if Sony just randomly shadow dropped a F2P version of Concord, I'm willing to bet it would do much better than when it launched. Not because it would suddenly be a good game, but because of the meme potential. Concord began its development after 2016 when shareholders and rich guys in suits noticed how popular Overwatch and Guardians of the Galaxy were, so they thought let's combine the two for easy money. But by the time the game was finished Overwatch was dead and there was MCU fatigue. And then they sold the game for 40 dollars, while most hero shooters are free to play.

Concord designs are funny to me specifically because it shows how the higher ups genuinely don't have sense of taste for anything. You can say "that's obvious" but the thing is, you need to consider what they likely see day to day. The approval people in these companies probably see just whatever is popular, so the visual range they get to see is something between Call of Duty and Fortnite and that's it. And I could see someone like that looking at the Concord designs and saying "yeah this looks like something in between those two kind of" and just approving it. Something people tend to forget is that those games have a very long development time, they get greenlit when something is trendy but by the time it comes out, it's already been 4-6 years and cost several millions so it's very hard to just can the project by that point since you're throwing that money down the drain.

It's important to remember that Sony doesn't own that many 1st party companies. The company that made Cool Boarders went out of business, plus SSX took over on the PS2. The studio behind Buzz! also went under. Looking at their wiki page, I think they ran into the Guitar Hero issue.
