Concord designs are funny to me specifically because it shows how the higher ups genuinely don't have sense of taste for anything. You can say "that's obvious" but the thing is, you need to consider what they likely see day to day. The approval people in these companies probably see just whatever is popular, so the visual range they get to see is something between Call of Duty and Fortnite and that's it. Something people tend to forget is that those games have a very long development time, they get greenlit when something is trendy but by the time it comes out, it's already been 4-6 years and cost several millions so it's very hard to just can the project by that point since you're throwing that money down the drain.

The concept art is more angled. It has a more iconic form. The upper torso forms an inverted triangle in the classic heroic shape. It looks like this soldier is a badass muscular amazon. Her face is a grim determined scowl. It's masculine but that's because we subconsciously view soldier as a masculine role.

The in game pic is much softer. The upper torso has been schlub rounded. Those implied muscles have been exchanged for fat droopy lines that are more blob than warrior. Bulging at the stomach rather than the chest. That imperious scowl is replaced with a submissive smile. That determination is replaced with a lingering desire for some more donuts. Gone is the badass soldier, and in its place is a fat gurlpower icon who just doesn't like the vibe or whatever.

It's important to remember that Sony doesn't own that many 1st party companies. The company that made Cool Boarders went out of business, plus SSX took over on the PS2. The studio behind Buzz! also went under. Looking at their wiki page, I think they ran into the Guitar Hero issue. Way too many games in a row to the point where whoever wanted to play those games already owned it. Kind of surprised no one bought it though.
In fact I wonder how Team Asobi even managed to get all the legal rights to all these cameos. Some of these companies have been under for so long that it'd be difficult to track down the owners.

If it's a case where the dev died but the IP is legally owned by Sony, TA theoretically wouldn't really have problems because in cases like that it's the publisher strongarming posession rights.
