Roulette wheels don't need to be fixed because there's no strategy to it that can make a player win more, the randomness of the wheel's drop is all that's needed in combination with the odds being in the house's favour (as with all games).
For card decks the only thing that's really needed is making sure players can't count cards and that can be done with either large cuts of the shoe or just using automatic shufflers. I wouldn't doubt some shadier casinos in third world countries rig the games though.
