Not really no, if you really want to be the very best like no one ever was on PVP then obviously, but if you otherwise just want to have a good time with the game and do relatively well then you don't actually have to pay unless you want to pull a specific character. All of the career modes, since there will be multiple coming in the future, are beatable f2p and you can get to 90% the power of a whale if you are smart enough and resourceful enough with your training.

On the special missions tab there is a release celebration mission tree. Just do that, you can still do all of the missions if you haven't, and you've probably done some already if you actually played the game, and tomorrow you'll get a special ticket for a random 3 star as a reward. I just beat the finale with Haru, she's based on a horse with 113 losses and 0 wins in real life. It was kind of neat because she basically has no real racing capabilities and you start the game just carving out a meager fanbase instead of running a gauntlet of big name races. She has like NO ability to win any real race whatsoever, you basically spend 3 years playing in the dirt and suffering, but this is sort of the whole point of the URA Finale, since its made to give every horse a chance to shine. In real world Japan the horse is like a symbol of staying positive in the face of endless defeat and became a nation wide phenomena. In the end of the game basically all the horse girls and townspeople gather up to finally acknowledge all of her hard work, its pretty amazing. Totally different from the other careers I played.

My opinion from a long time JP player is that Scenarios get really easy very fast, while it takes a few runs to learn the optimal way to play their gimmicks but you won't even fail them first time if you learn their mechanics. Some scenarios have a hard mode horse appear if you do the scenario perfectly who might take a few runs to beat but they really only give bonus stats and a skill rather then a fail for losing to them and even then after a few runs and you've got used to the new gimmick youll be able to beat them. You can win them with any horse still and I tend to go through them with my favorite horses even if they are old no problem.

As people have said the only real sweaty area is the PVP as people will run the best horses and skills for the chosen track and even then not being the top is only missing a few jewels a week. Most of the jewels from PVP are gotten just from participating in it.

PvE really is chill in this game if your just aiming for clearing scenarios.

Different scenarios have different ways of doing it but usually there is a scenario specific race and then the standard URA races after so you still 'win' even if you lose the hard mode race. The hard mode horse appearances usually have requirements that you get the best possible result on all the gimmick evaluation stages too, so if you really wanted to see the win dialogue you could purposely fail one so they have a no/lower chance of showing up and you can complete the normal mode.

It's not exactly an impossible challenge, it's just a standard Arima Kinen, but for Urara's level it's practically an impossible challenge.
Later Uma story campaigns has actual boss level challenge umas in them and some option can even level them up further.
