There's also the fact that it will make companion dlc less likely as it'd need all VA's to be brought back in too. Same for expansions unless they make it more self contained. The biggest mistake is their plan to remove ship battles. I want to believe that they'll add fights on vehicles instead but most likely it'll be another management system or more interactive fights (similar to the last few quest from lex imperialis dlc)

Most random nobodies fraternizing with xenos are likely to get blammed over it.
A rogue trader specifically has nearly complete freedom as long as they're in some way helping the imperium by fraternizing with the xenos. Its frowned upon, but not much anyone can do about it.
Same with Inquisitors. They are above the law in many ways. The only ones who can hold them to any standard are other Inquisitors.
Even Spess Muhrines have, on occasion dealt with xenos without killing them.

So its all a case of how important you specifically are, and how dire the situation is. Those two factors determine how acceptable it is.

It'll not give an air of sanctity with the Imperium institutions, but then a warrant of Doing Whatever The Fuck You Want.

The only people who can legally argue with you are basically the Inquisition. Anyone with more firepower than you can also, which include Chapter Masters, Archmaegos, and the like (which you don't want to piss off).
