The problem with Touhou is the community, which is composed of either giga zoomers that just found the pile of doujin content, like an old treasure trove and are mesmerized by it, or by the most autistic, mentally retarded faggots and trannies known to mankind, that have been obsessing over the same autistic series for like 20 years. The former are annnoying for obvious reasons but they will get better, but talking with the latter is utterly mentally exhausting. Unironically torture. Like that general of autists that keep invading 2hu threads on /v/.
Undertale had nothing to do with it. It just showed another dev putting in effort to deliver a good product instead of recycling the same game for over 20 years, and you can talk about the game freely since it's both good and the community is young and vibrant. In 20 years, if you tried to talk about it, you'll get the same autistic subhumans that right now compose a good chunk of the 2hu fanbase.

Touhou is notoriously badly drawn but it has always been praised for having a lot of "SOVL", that being, that even if you are not good enough at something like drawing, you can put your game out there that plays to your strengths and people will find those defects charming. If you just turn to AI to turn those weaknesses into generic sloppa, a product like 2hu as we know it would have never come to exist.
