I usually do it based on their skills, if they're compatible with my run. Super Creek has gourmand which is great for everyone. Then I check their special priority, the higher the better.

Also I kinda try to avoid having a full SSR deck. It decreases the chance you get the final skill in a card, because SSR cards require triggering 3 events, while SR cards require triggering 2 events to get them. I've often finished a run without ever getting Gourmand or Professor of Curvature because all the SSRs only managed to get up to the second event but not the third.
