What hurts Lulu is that her character arc is subtle and optional. A bad combination. And because she's a mentally mature character she keeps to herself without wanting to trouble anyone about her hang ups. The only character even more quiet about their issues is Kimari. So Lulu gets forgotten about.

Another problem Lulu has is her Sphere Grid route has a weak Magic Stat. Yuna's magic stat is more powerful than Lulu. So basically she's a mage who is inferior to Yuna. And her Overdrive is terrible (way to ruin your control stick). There is no good reason to use Lulu outside of outright liking her. She really deserved better. Auron also had a shitty Overdrive but he makes up by having an important role in the story.

Nah Final Fantasy 9 was the last time the regular main entries had the Mini status effect. Final Fantasy 10, 12, 13, 15, 16, and FF7 Remake don't have it. And its especially annoying in the case of FF7 Remake because the original FF7 did have Mini.
