I reset days for about a year in game time for it to spawn and it never did. My villages are level 6, 5, 4, and 4. Should I be spending more time beefing the villages up? I've also got almost all six characters in my party to bond level 8+ with a few approaching 10.

That or sleeping on the street, yeah. The game doesn't make that aspect super clear, but if you're under the housing limit, happiness won't go up. You'll hit max happiness quickly once you have enough housing.
