They wanted to increase the number of interactions without outright killing the big damage combos, so they had also buffed a lot of moves to do more damage, which ended up making things worse.
Then they rolled out an emergency patch the next month which reversed a lot of these damage buffs. A few characters like Zato, Testament, Bedman? actually kept these buffs, but they were not the one doing TODs on counterhit.
Then for individuality, they reworked a few characters, to varying degrees of success.
Sol and Nago got significant changes that don't kill the character or make them too strong
Ramlethal went from high tier to top tier character
Potemkin got a shit ton of buffs in compensation for losing his kara cancels. And then in the emergency patch they patched back his kara cancels with zero other adjustments, shooting him to top tier as well.
6P recovery nerf basically just means it's more dangerous to whiff it in neutral but just as effective as an anti-air
I think the patch did what it tries to do, just in a very obnoxious way with certain changes
