The only times this happens during gameplay are when he's near food, eating food, or in the ultra hot climate's idle animation. During normal gameplay he has a neutral expression. He scowls when charging a move or holding items, as well as in Bananza form. He has an :0 face for some idles and near secrets.

The tongue is a less common expression, and he doesn't even have it flop out in any of the banandium gem collection animations.

Toon Link was used as the placeholder design for the GBA link cable experiment that morphed into LttP+Four Sword. They used it because it was the current project and they already had ref materials usable by Flagship, the contractor they offloaded work to. Already having assets from that led to them being reused for Minish Cap (same reason you get OoT Link sfx in both games instead of WW). The separate GameCube game started as a Camp Marvelous project, got downsized, was swapped to Tetra Trackers because --again-- the assets were already there, before finally settling on Four Sword Adventures to reuse a ton of assets.

The DS games were, by the devs' own admission, basically just training for new hires done on the cheap. Phantom Hourglass reused WW for these same reasons, and Spirit Tracks tried to distance itself while keeping these assets because, *again*, shoe string budget and more employee training than earnest project.

Crossbow started as a crunched expansion pack asset flip, but the team was burned out and made a game THEY wanted to make instead.
