Design reflects the personality.
Tenna is extremely original but its designed is meant to be "antiquated", it has weird pixel sizes, does outdated dances and the like.
Tenna meanwhile feels like he's getting replaced, is insecure about not being as entertaining and modern and acts like it.

Design matches the personality, it is derivative yes but it is such a bullseye that it becomes memorable.

I can see Moonman, but Max was always incredibly anti-'80s and critical of his medium and Tenna embodies actual love for TV, so they are almost opposite. Part of Max's charm was his lack of actual body or mobility with him being confined to his screen and having to use charisma and manipulation to influence people in the real world (using tv series lore here). Tenna is too active and omnipresent for that to work. I won't even get into the glitching stuff, since the only times Tenna does something similar is the Spamton gag.

I somewhat get what you're trying to say and I probably have shit taste but this just isn't true, nor is it as big of an issue as you are presenting it. I have bias since I find Tenna charming more than I did Spamton, and while Spamton has intrigue he is tied to lore relevancy when Tenna is just a normal character. (Even then Tenna is also an exploration of Kris and his back story as well) He's an antagonist not because he is evil, but because he was overbearing and the cracks were showing as early as his literal first scene. The fucking fun gang agreed to everything almost entirely up until they found toriel, and his comments about the insecurity were everywhere. Sure insecurity being a tumblrina theme is common, but I don't think its generic or anything, the intent was clear. It was a hyper exaggeration of lighter tone right as the fun gang were starting to develop conflicts with itself, and the knight entering like it did was a capnote to that, he served his function well. It just sounds like you wanted him to be something else.
