The theory I saw and seems the best is that the company made each show be "real", possibly with a live audience, which is why some toons (Scraps and Vee for example) recall episodes as if they were the real thing, aka things actually happened and they don't see each others as actors.
Each floor is basically that, a set piece for the toons to do things together, so when hilarity ensues they are recorded and get sent as an episode, so you have hundreds of floors with hundreds of toons all together and you wait and see until one of them does something worth putting on TV.
'cept company got abandoned, toons were left in the equivalent of sealed off rooms and that's why they went mad and you can see several floors of the same toon appearing.
Your toon isn't the original, you simply buy the license to use/create them, likely that's why Dandy is gathering ichor: to free all his friends.

So Pebbles is worst generalist, best specialist while Goob is best generalist but worst specialist.
