He started with Xenogears and wanted to fill that game with scottish NPC's cracking jokes with their funny accents but wasn't able to impliment it.
His next game however, Chrono Cross, does containt wacky accents for every character. And it's fucking awful.
He needs to be hanged publicly.

The english text for some reason scrolled at the same speed as the Japanese. This is a problem because English sentences uses more characters than Japanese ones. Meaning the english version of the scene takes quite a bit longer. On top of that the text actually slows down substantially just for the "little money" line. This is a well known "meme" so I'm probably just missing the joke here.
