Games in this series were not financially viable. Blame whatever and whomever you like for that, but it was reality. But they did have big titty anime girls, so they could still make it work with a gacha. However, like any live service game, that stops being financially viable eventually, too.
They didn't end in the middle of an arc. They saw the writing on the wall and gave it a real ending. Do you realize how few dying franchises get to do that?
Actually, it looks like they've had this ending planned since Deep Crimson. They spent so many games without advancing an overarching plot because they were ready to end it any time. Had Shinovi not been such a hit, they were probably going to end it with Senran Kagura 3.
