Noone in any of these professions actually worked the entire time. Each and everyone fucks around AT LEAST three hours each day. The hardest part of any job I've had was having to go to bed in time to be punctual and have enough energy during your free time to actually do something. The thing to remember is that when it was introduced a 40/hr work week was seen as a progressive REFORM. They were literally working people way harder in factories and it was dangerous and unsafe and bad for their health. The problem was then this became the defacto standard without any thought as to WHY and it didn't reflect the actual needs of work.

So you literally get people doing several days of slacking off in offices when they could get it done in 3 or 4 days a week rather than 5. I'm pretty sure that's all you're seeing in this video.
