There are sound effect libraries that have been in use for decades that you will STILL hear in games (and not just games, I've heard the same 'rat' sound effect in shit ranging from TES: Arena all the way to Family Guy). Even when studios do have dedicated foley engineers they only make a small amount of sound effects.
