Real problem was with the badges. Since they were all "optional," the levels weren't designed around them and you could bypass half the obstacles even if you had a shitty one like the Mario 2 charge jump. But the badges were fun, you didn't want to just ignore them entirely.
Honestly, I think the best way to address the issue would have just been to, after beating the game, add an extra optional Wonder Seed that doesn't count for the Special World but gives you... I dunno, a golden flagpole on the map or something. And you can only get it by beating the stage without a badge. Give the player a reason to replay levels without that broken-ass double jump.
