Flash only theoretically degrades on the shelf. People who claim it tend to be people who grabbed some ancient 64GB SATA SSD then shorted the pins putting the cables in at an angle, damaging the SATA controller and not the flash, then claming the lack of drive on their windows box was totally not their fault.
We've seen ancient precursors to flash like FRAM degrade when not powered for a LONG time, but that's why we invented flash, because older technology sucked. And that's why we're still using flash, because it doesn't suck enough to switch to new technology like crosspoint.
