SPECIAL should govern more than just starting skills.
Remove most of the attribute checks and make it so they are a cap to skills; ie if you have a charisma of 1, your speech should max out at 10.

I use tweaks so that way, if I want to be able to reach 100 barter/speech, I actually have to invest in charisma. Right now with my charisma and luck, the max I can have in either is 85, which means I won't be able to talk myself out of fighting Ulysses/Lanius/Oliver.
Anonymous No.717764718 [Report] >>717765064
>>717763972
>SPECIAL should govern more than just starting skills.
Strength determines carry weight and weapon swing speed/accuracy
Perception determines when you get the blips on your compass
Endurance raises maximum health
Charisma gives Companion Nerve (+damage +DR for companions)
Agility gives Action Points and draw/holster speed
Luck gives Crit chance and better odds at gambling

Intelligence is the only SPECIAL that does nothing but give skill points
Anonymous No.717764858 [Report] >>717764906
>>717764419
That works.
We also can just get rid of speech as a skill altogether. Being persuasive is basically being charismatic anyway.
The Attributes need a general rebalance to see what covers what. Intelligence being so important makes sense, but makes it too OP. Caps depending on the physical traits are a good way to limit INT's opness

Yeah, the whole thing fell apart when two of the lead devs had a slapfight over direction-one wanted to keep it lore-accurate, the other started adding anime factions and weird immersion-breaking stuff. Then the rest of the team took sides, half bounced, and the Discord turned into a cold war overnight. Project remnants are probably scattered across three different GitLab forks now, none of them playable.

>"... President Kimball ordered our most experienced rangers to chase ghosts down in Baja."

>It's kind of a long one, but all right. About twenty, twenty-five years ago, a group of NCR settlers pushed way south into Baja.
>I guess it doesn't seem so far now if you look at a map, but back then, they were out a ways.
>They built this little shanty town around a well in the middle of nowhere. Called it Rattletail.
>Word got back to one of our stations that raiders had been attacking the place. I went out with six rangers.
>We must have been on the trail for a week before we got to Rattletail. We lost one woman to Night Stalkers and another almost died of dehydration.
>When we reach the place, it's six shacks set up around an old well.
>There's over two dozen bodies lying in the dunes way outside of town and five men with .308 rifles crouched behind sand bags.
>And these bodies, these people out in the sand, they aren't raiders. Aren't even heavily armed.
>They're just people who were trying to get to the only well in fifty miles. I didn't have to talk to the men to see that they did not care one bit.
>They had planted an NCR flag over the well and they would not budge until every last one of them was laid out, dead and cold.
>So I walked up and told them there was a group of raiders coming, one hundred strong. I made up some cockamamie name for them and everything.
>The men looked at each other, looked at us, and asked me what we were going to do about it.
>I told him we would take them back into NCR territory because we had already lost ten rangers on the way out. Ten rangers, five men with .308 rifles.
>Well, that was enough for them. They packed up what they could and we took them back north...

It's amazing how much damage Hanlon did to the NCR campaign by being a natural-born liar. He's more skilled and more devastating to the NCR machine than any Legion frumentarii.

Anyone who tells a new player to use any mods beyond bug fixes and utilities is a retard, yes. JSMU / Vigor / Lone Star / [insert other fork here] is appreciated because it makes the game a bit more difficult by reducing inventory weight and cutting the level cap so you can't get all of the good perks and horde items, or you need to burn a few perks on weight-management perks like Pack Rat or Strong Back. There's also improvements to how items are named and read, which is a huge boon.

For me, it's about immersion. A weight limit of about 90lbs is more reasonable to me than 200lbs.

I get that the F3 character creation hasn't aged gracefully, but I think they did a good job making the important characters. Compare how Caesar looks in the base game and how he looks in the FNV redesigned mod. It's like they didn't even take a cue.

That's like arguing that the USSR would collapse without Ukraine so Barbarossa would succeed, the NCR has the resources to redirect into a war effort even without the Mojave. Actually scratch that, Barbarossa is way to generous in reference to the Legion, pretty much nobody treats the war in the Mojave as an existential threat, it's closer to Vietnam, where the NCR sees the Legion as a hindrance to their growth but has difficulty justifying the effort to a disinterested civilian population. Even that is generous, because I doubt Saigon was the most popular tourist destination during the Vietnam war. Maybe 30 years down the line a loss will come back to bite them in the ass, but it'll be a slow decline with the Legion chewing at the NCR over time as opposed to the Legion gloriously marching over the West within two weeks

The few factories (especially the Gun Runner factory) would definitely be a boon for the Legion, but the NCR's core is even more industrialised. The NCR is able to have trains, at least one Vertibird, hand-made Kevlar, and possibly some trucks (unless if those trucks were at Camp McCarran since before WW3). The NCR is also able to provide their army with largely standardised equipment (some new and some refurbished), while the Legion is mostly reliant on lawnmower blades for the grunts and good firearms for the elites.

Point Lookout and the Pitt didn't have any vaults so it could be dlc :^)
But anyways, I don't think a Fallout game would ever stray out of the US much. And that's both Bethesda and Obsidian/Interplay Fallouts. Americana is just too tied to the game's identity, and I say this as a Europoor.
If the game is set in the southwest, I could see a little of it going into Mexico (though none of the three that are have done this)
The NCR even expanded into Baja, which I'm fine with as just a lore thing.
I also wouldn't mind seeing a game set near the Canadian border, where the northernmost part of the map is what used to be Canada. Just keep light.
An NPC dialogue about some factions in Canada/Mexico would make theorists run wild I bet.
>Bermuda triangle
That'd be fun actually. I wouldn't mind them reusing the underwater vault concept for that idea (yeah yeah too much VT but honestly it just makes sense to have one in the ocean(see; the enclave oil rig)

By itself they're not bad, they're actually internally a mix of great and awful, but how completely displaced from the game they are makes them very faulty.
HH is the closest to the vanilla feel and ties and even it has inputs some terrible pacing on the main quest and impacts in nothing.
With how bugged the game was at release and how barebones some factions like the Legion got, one would expect that the smart thing was have DLCs expand those parts in the main map

No she couldn't, I work out regularly, have some training in grappling and wrestling , and grew up using guns fairly regularly. Even as someone with no military training, a female soldier would have a hard time with me physically. Female soldiers aren't given combat roles for a reason, dude. It's not just the threat of rape (which happens to men too btw) they just cannot physically endure it. Their bones aren't as dense, their hips aren't meant for constant heavy weights leading to more injuries, and yes having your period every month is a problem when you're out in the field. God forbid you get pregnant at some point. The US military has experimented with female combat roles and even most of the women who have participated have agreed that being a woman in that role is stupid. Female front line soldiers is a fictional thing , or female soldiers are something that come from absolute necessity by guerilla forces / paramilitaries like the IRA or YPG.

Soldier work is gruelling, mentally taxing, disgusting, and extremely labor intensive - it's not like in the movies. Women have a much harder time coping with it, it's like a 1 in a 1000 woman who can do what the average military aged , trained male can do just by biology. There is sexual dimorphism in our species that favors physicality in males. People need to deal with that

Ideally it would have the Gulf States that represent a stereotypical "American" offshoot, maybe with a bit of Confederate LARP in there. It wouldn't be the Southwestern Americana that defined Fallout 2 and New Vegas though, less Cowboys and Route 66, more of General Lee and Miami. And then in my perfect world you'd also put this against a Mexican or Texan group that is more inline with that classic Fallout style. Divide them up along the Mississippi River, have them competing over territory in the Caribbean and over the port of New Orleans. Maybe throw in a third major threat from South America that is both a major trading partner and an encroaching threat because IDK there was more oil squirreled away in Venezuela that nobody knew about pre-War.

The NCR were using trains even for delivering concrete until shortly before the start of the game, when the guards for the prisoners that were being used to work on the railways were moved to Hoover Dam and the quarry was filled with deathclaws. They have enough supply lines to keep at least one Vertibird functional. Depending on whether the trucks at Camp McCarran were there since WW3 or actually belong to the NCR, they might even have trucks, which are important for logistics.
The Mojave is outside the NCR core, and it's just a few thinly-stretched soldiers guarding a large hydroelectric dam, not a nation-building campaign. The fact that they have roads, railways, and enough energy demand (several TWh per year) to justify occupying the Mojave for Hoover Dam shows that they do have infrastructure and industry.

>I wouldn't put past Caesar to start raiding Vaults to get more either.
Caesar relies on the gigachad Courier to do that for him instead of bringing in a Frumentarii or a scientist or trader from Legion territory to do it.
>They have a stronger economy, better resources and a better trained army.
No they don't. Their economy relies on women (not even brahmin) doing hard manual labour and traders making use of safe roads in their core territories.
Their resources are scarce enough that the grunts only get football jerseys, cheerleader skirts, and a machete, while the NCR equips their grunts with leather armour, helmets, and mediocre rifles.
Their army being better trained is less of a factor when the cannon fodder NCR troopers with only two weeks of training can usually shoot the cannon fodder Legionaries, and it isn't until Lanius shows up with his elite men and tactics that it becomes a real problem.
>but saying the Legion has nothing is simply wrong.

there's an issue in NV's NCR where apparently they've completely ruined their water supplies despite being a fraction of a fraction of the population of IRL california.
In 2, the Vault City travel log estimates the NCR "many tens of thousands of people", which would have grown likely exponentially between 2 and NV, but that's still far below California's real world population and apparently they're less wasteful with their water than the NCR is if we take Hanlon at face value.

High LCK is game breaking but hilarious. Also I would encourage actual roleplaying in the game , 1 and 2 are great crpg's but don't have anywhere near the level of dialogue and faction options that NV has and actually has a fun evil player playthrough available unlike Fallout 2 where you just get gimped

>Legion terrorist is huge, and legion society isn't as backwards as just what you see at the Fort which is a hastily made forward base.
>mainly because a lot of the cities they've taken were old world cities and industrialized.
The Legion is made up of backwards tribals who were forcibly assimilated into the Legion's globalhomo mass.
>The Legion is I advanced enough to have a complex system of infiltrators and spies who blend in seemlessly into old world societies
Spies and counterintelligence have been used for thousands of years, and the game is set in America, which is why everyone speaks English. It helps that they're dealing with retarded Californians and wastelanders, including the town full of cowards with a corrupt mayor that was Nipton.
>Their standard troops have hunting rifles or varmint rifles
In the code, they have a chance of having have them, but in practice, 99% of the time, they only get lawnmower blades. Meanwhile, the NCR troopers usually get service rifles, which are refurbished rifles that are produced enough to be the standard weapon.
>I will never get why people assume that the Legion are just backwards cavemen when we constantly see them through the game engaging in complex sabotage ops, use energy weapons, and even get praise from traders for legion territory being organized and safe. Just because they're evil doesn't mean they're stupid
The Legion's core territory being safe for traders is different from being able to defeat a somewhat industrialised nation. You just need more men patrolling the roads and escorting caravans. The Legion would be much more interesting if they weren't retarded, but the developers made them retarded faggots instead.

Holy mother of cope, your standard Legion soldier has a varmint rifle or hunting rifle, because even most tribals can make their own rifles it's not some kind of lost knowledge, then by end game all of them have assault rifles or energy weapons because the Legion has conquered entire states and in fact have portions of their territory which is industrialized. The Legion itself presses tribals into its military to *civilize* them and teach them how to integrate into old worlder societies and methods of war including using more modern rifles , high explosives, etc. Like I said they were originally supposed to be Roman themed diesel pink raiders but cars were never included in NV so we never got Mad Max Rome larpers.

>Men are slaves too anon.

>You can criticize a slave economy, but I don't understand going on this tangent about women.
In the world of Fallout, women are the same strength as men. It's still retarded to use them for hard manual labour instead of something that they are better at.
>Trade is the lifeblood of post apocalyptic life though, it's a whole theme with the game.
Retard financefag.
>I don't think that's indicative of scarcity, just an aesthetic.
No, it indicates that thr NCR has the industry to manufacture some equipment from new and refurbish some equipment, and its equipment is largely standardised. Meanwhile, the Legion have to rely on whatever they can find. Leather armour and service rifles are generally more effective than cloth (including skirts) and lawnmower blades.
>The NCR is already stuffering before Legion. Critically, their Intel is fucking awful. Nipton got wiped and they didn't know till you got there; Searchlight, the spy that's gonna blow up the monorail... The NCR is fighting a war blind.
Nobody cares about Nipton. The only NCR presence there is off-duty soldiers sneaking off to get laid. Again, a thinly-stretched unpopular foreign expedition is not the same as the core regions. Nice shifting the focus from combat (especially on core territory) to espionage in a non-core territory.

I'm almost sure I got a similar problem at some point. If I remember correctly the problem was some configuration related to NVTF. It's a bit technical to get the best configuration because every pc is different.
Other than that it could be a problem related to some mod causing bloat or leaking memory. I would deactivate the likely culprits using MO2 one by one until it stops crashing. Also remove the NVSE addons one by one too. For exaple, if the likely culprit is NVTF or stewie tweaks then remove it and see it stops crashing, if it does it means some configuration was fucking with your game, which happens sometimes.

I tried that, multiple times, and I'm bored of it at the moment. My first character with that build actually got very far. I only died because I forgot how to escape an exploding room in the Sierra Madre. I'm quite confident that if I had completed Dead Money, I'd have been fine to complete the rest of the game. I do love running cowboy builds even in zero death, but Christ explosives are a serious threat in the Jsawyer mod. Crits too. Explosives + Melee compliment each other so well. Explosives will often cripple enemy limbs, making them slower or greatly reduce their accuracy. Melee (and unarmed) is just busted in general, but it makes it easy to mop of the survivors. The one weakness of explosives is cramped indoor maps. But that's where melee shines, because you can just camp behind doors and corners and annihilate people when they walk inside.

Their DPS is effectively the same when you have a high crit chance. The benefit of That Gun is that you don't need any lockpick skills to get it, the gun is relatively cheap, and ammo is plentiful. The benefit of Lucky, however, is that it requires 0 gun skills to use, has a lower strength requirement, and doesn't weigh as much. And it's a fun cowboy weapon. In a normal playthrough, That Gun is the better option. But if you're really roleplaying and beholding yourself to weapon requirements (strength and gun skill) to use the weapon, Lucky is generally better because effectively any character can use it IF you can lockpick it.

>Lucky is generally better because effectively any character can use it IF you can lockpick it.
It's not even that big of a deal to unlock once you understand the skill thresholds. You spec just below and make up the difference with Mentats and the lockpicking book you can get out of the Goodsprings county school. The hardest part is just ignoring it entirely because Lucky is just so good on all fronts. You feel like a chump for not taking advantage of it in the early game over other ballistic alternatives. 9mm is meh and the varmint is a heap of dogshit. You're better off saving that surplus for the Ratslayer a weapon that manages to punch far above it's weight class despite being a glorified rabbit rifle.

The lockpick check is genuinely too much. I don't understand putting the gun behind it and then having That Gun easily stealable or for decent price right on the next town.
The reason to use Lucky are mostly flavor and it's a harder item to get. Should be the opposite.

Also when they do spawn with melee only they have spears instead and that's only in the first few levels after that they all have hunting rifles or varmint rifles which lore wise is exactly what most tribals use anyways meaning they're not advanced in any way

The Jsawyer mod has clothes that boost lockpick by 5. You can boost your lockpick by
>Wearing the merc troublemaker armor (+5)
>Any headgear that increases percetion (+2)
>Mentats (+4)
>Lockpick magazine from Sunny Smiles (+10)
>If you get lucky and find Coyote Chew (+2)
>If you take the Early Riser trait your perception is boosted by 1 in the morning (+2)
So even without the chew and Early Riser trait, you can bump up your lockpick by a whopping 21 points in the Jsawyer mod, which lowers the amount of skill needed considerably. Even outside of the Jsawyer mod, you can boost your lockpick easily by 16 if you save the lockpicking magazine. Again, I completely agree that practically, That Gun is better on all fronts. But I'm at the point where this game is only fun if I commit to a roleplay. And if you're really committing to the roleplay, Lucky being easier to use compared to That Gun, and being lighter, is a massive upside.

Yeah you absolutely have to tag it, then dump all your skill points into it for a level or two. It's not cheap, but I don't really find any of the level 2 perks THAT good. Like they're fine, but they don't make or break a build.
>you really need those points in other things to properly survive the early game hell.
Disagree here. It's pretty easy as long as you don't get hit by any explosives. Like, nigga, just get behind a wall or pull aggro'd NPCs to other NPCs and have them fight. I love pulling the convicts in Primm towards the NCR dudes and watching them get mowed down. Occasionally, though, the NCR grunts get killed by the convicts, in which case you get good early game armor (NCR armour) and a service rifle which is pretty decent early on.

You're expected to find it and remember it exists when you return to Primm for at least ED-E's quest. Since the hunting revolver consumes .45-70, Lucky with its high crit chance stays viable compared to the 12.7mm and the .44 Magnum. The low requirements are very misleading since it's intended to be a mid-game weapon, but it the low stats reward a player who's gone through FNV before and know to boost their lockpicking skill.

I should make a mod that puts it in the warden's desk inside the NCRCF/Powder Ganger base. So if you kill all the Powder Gangers (or steal it), you get the pistol early on as a reward. I've never tried Old World Gourmet but it sounds neat for an ironman run. The real trouble with ironman runs, though, is burst damage. It's pretty easy to stockpile healing items even in hardcore mode. A super stimpack, a regular stimpack, and some gecko steak will give you an insane amount of health regen. But if you get fucked by a grenade, or a couple lucky crits, you're dead before you can react. I've never died in an ironman playthrough from gunfire. Every single time I've died it was because I got one shot by an explosive or a melee attack from a monster, or because I got hit with an explosive, got knocked down and couldn't react, and then hit with another explosive. Although, one time, a car blew up beside me and killed me, which was pretty funny.

But yeah, burst damage is the real killer.

I think it was partially designed with the idea that people would be nearly done with their playthrough by the time Dead Money came out, and therefore they'd be taking their high level characters there (I think they recommend your player character is level 20). You can succeed most checks if you build a cowboy character that tags repair. I don't think you miss out on anything crucial, just some experience which is easy enough to come by.

While you can do HH at any point, it really is best done first.

It's probably because it takes your gear. Imagine trying to do Dead Money, blind, when it was new and fresh, on a low level character. I think they recommended you used a high level character so you'd have more health to waste on beartraps, ghost people, and holograms.

The non-concentrated cloud doesn't actually kill you, though, it just brings you down to 1 HP. So the idea is you run around, mostly only topping your health up when you have to fight someone. By the time you gather everyone at the fountain, you should have enough chips to buy all the stimpacks you need to get into the casino. I fucking hated the speaker puzzles. Iirc, if you have a modest gun skill, and a good crit chance, the Police Pistol will kill practically every ghost person in 3 headshots. Less if you crit. It's actually fantastic at dealing with 1 or 2 ghost people because of its fast reload. But if you have any points in melee, you're better off with the knife on a stick weapon (but then you'd probably be using melee anyways).

Also reminder that there's a caravan shotgun you can pick up extremely early on in Dead Money.
