Wind Waker is nothing like BotW whatsoever.
I get the sailing itself feels superficially different from OoT/MM/TP but honestly everything on ground in Wind Waker has the exact same design philosophy as those games do.
The difference with that and BotW is that in BotW anywhere you go on foot is some sort of boilerplate asset-reuse tileset crap, with Korok Seeds or Shrine-balls you have to carry to pedestals, to see repeated content.
In Wind Waker every island is a custom built geomitry, and there are unique Treasure Charts all over the game, and the main story follows all the same principles as Ocarina of Time with its Item gating and dungeon level design, and plenty of cutscenes that makes the game grow and change as it progresses.
The fact that Wind Waker also has an entire segment where the world is eternally night time with a "ominous" music when you sail and Windfall Island enters a Special Story Phase, is also something they just don't do in Nu-Zelda, because nothing can be linear in them.
the only Zelda games that are that generic is Zelda 1, BotW and TotK. Every other Zelda occasionally locks down the world to force a specific mood or story-beat.
