Probably because it's a retarded take. I got fed that bullshit and took a ten year break from the Sonic franchise to play better games. Some of which were objectively buggy and had a lot of shitty problems (VTMB, Deus Ex, Mount & Blade, etc), but they were still objectively great games. At the same time, I played a lot of games that were actual fucking shite. When I came back to the Sonic franchise as an adult and even outright played games I never played before (like the Adventure duology), I realized quite quickly the idea of the franchise as a whole being "objectively shit" is just flat-out wrong.

Ironically despite being arguably more presentable than the other Dreamcast era Sonic games, it's the most broken (barring Sonic 06) and no amount of fan-patches can fix it. Even Shadow 06 is actually decently fixed by Reloaded.

Because you are the very tiny target audience, ironically enough. Forces was a weird soft-reboot of the franchise that was trying to appeal moreso to people who had no idea what Sonic even was. Once you play the other Boost games and even some of the early 3D games, you'll kinda realize what they fucked up on, it also fucks up quite a lot on the story front all things considered given how it retcons decades of character development. You can read a lot of the development notes from the leaked script and see how badly they botched it that it required a shitload of rewrites, the early drafts were somehow even more comically bad.
Still Forces isn't the worst 3D game, that award still goes to 06. Sonic 06 is only really redeemed by Project 06 all things considered, but that doesn't count, to be fair.
