Stormblood's story was MUCH better than Dawntrail's. I'd also say the content had more staying power because Eureka was novel and executed much better than Occult Crescent, on top of stuff like having more dungeons and better job design. It didn't have a large-scale crafting content thing like Cosmic Exploration, though. So I'd say content-wise they're kind of on par with each other. A weird tournament arc raid that had a lot of fun fights and pretty good EX trials for the most part. But Dawntrail's writing and world are SO ASS and so many of the jobs are SO UNFUN to play that it really pulls the entire expansion down. It's easily the worst expansion the game's had. I still have fun doing stuff in it from time to time but it's much, much worse than Stormblood and a lot of its flaws retroactively vindicate Stormblood a little bit.

It was a filler arc in the worst possible way. It's also potentially killed FF14 as the game is in a massive death spiral in player count loss but I think it's more than that, people have had their immersion and love, their attachment to the story and the game world broken and once broken it's very hard to get back if impossible.

Think of it like a movie series, the Lord of the Rings trilogy and the second movie and at the battle for Helms deep there is all of a sudden a modern tank sitting there in the field firing it's turret at the wall, it would break your immersion into the world and setting, the consistent rules of the setting that have been set up and no matter how good the third movie is, you will still have that in the back of your mind of how ridiculous the internal logical consistently the movies are with their own rules
Which is exactly what Dawntrail has done to the setting, the immersion and the lore. It's shattered it to pieces and it was already on a knife edge after Endwalker and Dynamis bullshit. So even if 8.0 is a banger, the damage is done for a lot of people who were only interested in the game for the setting, the story, the characters, the lore.

The game is hard to onboard new players into, they have to play what is effectively a solo experience through every single MSQ in order while occasionally pausing to queue for forced instances nobody wants to do before going back to a solo grind. I wanted to level with my friends, like I’ve done in every MMO ever, but the game forces you out of your party for nearly every MSQ.
I eventually got to Endwalker and beat it, but all my friends barely got out of the initial release content before dipping out. An MMO where you can’t just “do shit with your friends” outside of sporadic forced dungeons without a colossal time sink is a hard sell.
Without lots of new players, what new players do decide to join will be on a free trial for weeks if not longer. Their new expansion sales are primarily driven by players who have been in the game from the earlier expansions, who can buy the content and see it immediately. But long time players will always be dropping out of the game over time.
