Because Square Enix's business side is labyrinthian horesehit and pretty much handles every numbered Final Fantasy as if they were separate IPs. And even when you DO get the rights to reference one game, there's even more bullshit just to get individual things like music and fucking art, as evidenced by how splintered VII's content in Smash was. Crazy reminder that Cloud couldn't even have his actual artwork for his Spirit until Sephiroth's DLC. Having to go through even more of that just to reference even one other game is clearly not worth that kind of trouble unless it's gonna be going the full mile for a character and stage.

It's funny considering the early black box NES games were very on-the-nose about what you were playing - no funny business. But at the end of the day, it was still approved by the producers. But the demand for 1st parties is split thin across niche choices, and I'm not going to act like Chibi would be a hype pick for more than <1% of the audience. Sakurai is addicted to hype, look at how he talks about how important the trailers are to Smash now as well as the reactions across the world. A Waddle Dee trailer doesnt get the same reaction as Dante would, and with Sakurai being paid with how his games sell, expect 6ish 1st parties, half of which will advertise newer Nintendo games. The only part that is difficult is getting music rights because individual artists may own the rights to some songs. Sakurai will only work on the next Smash when he knows he can outdo Ultimate, and the only way to outdo Ultimate in his eyes would be to do Ultimate 2. It'll be that or a Switch 2 version of Ultimate.
