Theyre way more convenient than just "attack with more damage", or "attack from range". So that was never my worry, especially because i rarely used the special moves in HK save for colosseum.
In Silksong it COULD be a problem because the special moves are way more varied and useful, not just for combat but even platforming. And I dont know how you design levels or enemies to account for that. Combine that with how much more convenient the healing system looks, and enemies have to be way more elaborate. Or they could "cheat" a bit with more enviromental hazards wearing you down before fights.

The issue with Duke Nukem Forever is that there wasn't one "game". It was a series of games (builds) by different developers that got cancelled. The final product WAS actually rushed.
That's not the case with Silksong, it's been the same devs making the same game the whole time. They've made changes and whatnot but there's no evidence they started over from scratch. The "new" demo is very similar to the old one, just with changes here and there.
