No? The argument is that maintaining such a build in a post apocalyptic world is not ideal with limited resources. Especially when it's harder for women to gain muscle as compared to a man. Actually this can happen to starving people and its a poor argument. he has a water retention problem, hence the belly. It can happen if you spend too much time between meals or spend a long period of time without drinking water and pissing. basically general bad habits.
The way it works is, your body absorbs and expels water all the time, but if you dont drink water for a long period of itme your body will retain the water for its own benefit, if you spend too long without pissing the body also does that. If you spend too long without eating your body will starve and when you feed it it will absorb everything especially the water present in the food itself. You have a good example of this in Baki in a more exagerated way when Baki got poisoned so he got thin and weak, and the way they solved this was through a huge pot of water with sugar which helped his muscles absorb the water.
Also another thing that can happen is your body muscles also absorb more water during exercising when you drink. you will get weight from this, and you can eat Red fruits to mitigate this, especially Strawberries.
