There was a narrow, Golden Path of quality. Lots of things had to go well.
Skyrim was actually kind of bad, it was partly the right game at the right time (even the console generation and state of PC hardware was fortunate for its success)
Fallout 4 was a disappointment because it was worse than Skyrim in important ways.
Fallout 76 was clearly so bad they had to make a weird claim that it wasn't a real Bethesda game.
Starfield continued the trend of becoming worse and worse after Skyrim.

So after 15 years of getting worse at games, Bethesda 100% needs to revitalise and become far, far better than they've ever been. Is this possible? Barely. Is it likely? Obviously not.

The realistic determinant of TES6 being considered "good" or "bad" is external factors: are their other open world games to compete with it? Is the state of the industry healthy or not? Is hardware available for it or not? etc
But there is an 80% chance it will be an objectively middling game.

TES 6 should simply be a large map populated with npcs, enemies, dungeons, and other points of interest.
There should be no quests at all, bethesda is shit at those and especially main quests, bethesda should just give up on writing main quests. There should be many books of the old classics laying around. The game should be even easier to mod right out of the box, perhaps with a newbie mode in their creation kit to make it even easier for people to get started with basic mods, and a little ai todd assistant, all paid mod schemes should be abandoned forever.

Couple things. First where do you think those people would end up? They are not going to get a fucking data entry office job, they are not going to work the counter somewhere or retire. Like realistically, firing writers, what were they supposed to do? They made friends in the industry and since it's literally fucking design by committee with a dozen writers working a AAA game THERE IS NO FUCKING ACCOUNTABILITY. It's all shifting the blame.

And it works because, in person, those people are probably really nice and friendly. So of course they have a lot of friends in all levels of the industry.

The other thing is that, as i mentioned, there are a dozen writers working on any story driven AAA project. Dialogue writers, scenario writers, quest designers, lore, factions - THERE IS NO PART OF A GAME THAT CAN BE NAILED DOWN TO ONE SINGLE WRITER. Only department lead producers can claim credit for specific things but if it goes to shit they can shift responsibility to their superiors. And since AAA games are long ass projects, ESPECIALLY AT FUCKING BETHESDA OF ALL PLACES, unless you are Emil, Ken or Todd, chances are pretty high that whatever YOU wrote has been passed down, reworked or straight up scrapped a million times long after you left the project. Seriously, we have veteran designers who have been working at Bethesda, Bioware etc. for well over a decade without having ever shipped a game but instead worked on a dozen projects that were scrapped and restarted a million times. But nobody actually cares about the actual reality of AAA game dev and how the sausage is made, especially on fucking /v/. So i don't even know why i'm writing all this.
