Governments and tech corps alike have been REALLY HORNY for the idea of a terminal since computing devices even became a thing. They have not and will not catch on because local computing is better in all scenarios, costs the same or even less than a terminal depending on hardware requirements (mini PCs for education run ~$100-$150, sometimes less depending on age of the PC), and doesn't have lag or a phone-home.
Google Stadia couldn't get a lagless experience running over LAN within the same room. Streaming is not gonna work for that. Terminals will never catch on. Local computing is objectively better in all respects, most prominently performance and price.
