from a military standpoint its a perfect refinement.
They needed something better than the ODSTs, but the II's were too expensive, with too many ethical concerns, and were being forced to be expendable to a degree anyways, all while there wasnt enough of them and too high a mortality rate.
never mind the VERY limited finite supply that was quickly exhausted.
The IVs solved so many issues.
Procurement from the existing armed forces lowered training time, increased relations between military branches, provided an extra reward system to reassign overqualified individuals, was less expensive, and let them field far more troops across the always-understaffed territory.
That is an excellent example of refining the balance of quality vs quantity to the point where it fits their needs.
