You can't get a S4L or GunZ in modern times, it is pvp and the skillceiling is too high
You would have to make it character based and you would have to add a lot of pve modes yet you still would have the playerbase crying about bad matchmaking withing 2 months, the character based system would become a balance nightmare over time, within few years you would have so many characters new players would be scared of trying the game, meta toxicity would increase over time.
You would need an enormous playerbase to compensate for so many problems, something only a big company could pull off, said company (let's say Hoyoverse) would end up adding gacha mechanics for cosmetics and slowly and they would slowly try to move the game away from the pvp aspect until it becomes a raid based genshin clone.

GunZ and S4L are arena based games, not many of these survive in the current videogame landscape, there is Splatoon doing its own thing and Call of Duty selling every year due being the most mainstream brand ever, beyond that I can't recall anything close to an "arena game" being successful in current times.

You don't need the WNYC expansion to get to max level any more, but it's recommended getting it if you can afford to since it gates a lot of content and gear: Wait a bit buying it until testing the game out and getting close to lvl 30 (which unlocks the NYC campaign).
Be aware that everyone's already max level, so you'll have no luck matchmaking missions during your story mode playthrough: You can 'call for backup' though, using the SHD tab on the map. Players have incentives and get some rewards for answering such calls so you usually have someone answering them. Story mode isn't very much of a challenge so you probably won't need to. The game is excellent co-op though, so if you have a friend also looking for something to play then have him pick it up as well.

I still recommend the game since I still enjoy the it and I can't find a flaw that makes it a dealbreaker for me, every single team based pvp game out there is poorly balanced and gets poor matchmaking because casuals will cry as soon as some players start to get good at the game, the biggest flaw in the game is it not being mainstream but small devs teams rarely can turn their pvp games into mainstream products, the lack of marketing is something I can complain about, the marketing team is composed of brainless monkeys
