I only have experience in Mexico, it's pretty chill to live here, obviously if you were born poor poor, like worrying about not eating, yeah that's hard anywhere really, but if you were lucky enough to at least have both parents and a stable household with few limitations, you can grow pretty easily, the competition here is not as brutal as other countries, you can choose the safe college route and study english, get a remote job for a US company

I've always bought a computer for about 1000$ every 3-4 years.
Last computer I got had a 3060 and it did just fine. Even newer games still work. Though I admit I play at 1080p and am knowledgeable enough to know the graphics settings which cause lag without increasing quality.

My PC's kinda meh but i don't have shekels(for now) to buy better shit(not to mention, i have to cross to the next island just to buy shit since i don't trust online shops and i'm retarded when it comes to assembling shit).
