I don't even know how the clan system could be improved in Destiny desu outside of just granting rewards for playing in a clan. Destiny isn't a super large scale MMO so traditional shit like clan wars over territory or something like that is basically impossible because as you mentioned the game shitting itself when there is more than 12 players.
I think the only kind of solution would be something like a mesh of a new player guide/sherpa system and mixing that with clan systems and guardian ranks. The higher the average guardian rank of your clan members are will increase clan benefits, while helping players of a lower rank increase theirs compared to the average would grant vastly better rewards/benefits to prevent just locking out lower ranks from clans and just having a clique. Clan benefits should be something that is generally helpful rather than some useless junk so something like...

>Increased XP when playing with Clan Members (Boosted when clan member rank is lower than average)

Shit like that could make clans good while also solving the new player crisis a bit. Slapping in a clan hall does fuck all except keep the hardcore autists happy for a bit.
