You are all fucking wrong. It has some influences and references to other systems and people but the Imperium of Man is LITERALLY the EASTERN ROMAN EMPIRE, post 11th-15th century AD.
The 'Great Crusade' represents Belisarius and the reconquest of the west that 'fell'. The DAoT is Trajan's era Rome. The traitorous legions are the Latin Empire and western crusaders that at one time served Rome but stabbed them in the back.
All of the intrigue and systems so backwards and retarded - barely able to function -but somehow lingering is literally a 'Byzantine' theocracy because the Byzantines were so fucked and only continued to exist due to sheer momentum.
Any time ANYONE even LOOKED like they would turn it all around they were summarily backstabbed. The 'God' Emperor is a reference to Roman Emperors being deified on death except instead of thousands of Emperors in 40k its just one guy.
It is not fascist or any other ist that came after the French revolution. It is not a singular thing but has a little of everything of the above. NONE of those are fascist, communist, democratic, representative or not republican, capitalist or anything else.
That individual worlds or even sectors ARE structured with modern real world politics and economic theory are outliers and exist because of the lack of ability for Terra to enforce their theocracy due to their fractured and weak leadership and force projection that is permanently fighting civil/external wars.
