This is the only part that's actually hard because you have to accurately simulate characters out of view and across the map.

Skyrims physic engine is impressive, it's the most impressive part of their engine, having all props be physical makes it more immersive.

This is just releasing the dev tools. Every game with DLC can have mod support, mods and DLC are handles the same way.

Yes this is the hard part. You're missing parts I mentioned in my original reply about having to make it feel alive and fill it with quests and content.
Recreating Skyrim gameplay can be done in Unity, Godot and Unreal within a month easily if you're doing a 40 hour week on it. What can't be recreated is their tools and world building.
The Creation Engine has 20 years of evolution in content creation. It's one of the coolest parts of it imo. You can teach anyone to create a character, cell and make a fetch quest in it, it's easy to use.
