I am not sure if you have played Melee that much. The whole point is that the controls are very responsive and majority of stuff lacks any kind of buffer. That might make the game feel "unresponsive" if you are used to being able to buffer moves and stuff.

Now I am not sure if you have even played TF2, or even watched any kind of competitive games. Ignoring the fact that Medic has a Medigun specifically for that(Quick-Fix, pity I have to tell you but I am not 100% sure if you actually have played TF2), but you can use enemy explosives by using them as your own kind of blast jump. This goes to also Sniper and Spy, more to Spy who wants to also escape. Also whole bullet strafing, Spy's trickstabs, trimping, etc. etc.
It is kinda sad you left out air strafing out, because that is what almost all characters use regularly(if they are good at least) minus Heavy who is so slow it's rarely worth it, but it's not like you see Peach wavedash in Melee because her wavedash is absolute ass. All characters in Melee have their own mechanics, even Puff who is fun to make fun of in comp scene for being simple.

Nobody in the end is forcing you to play comp with Melee. It is just the most popular aspect of it because it offers so much. You can say TF2 is jank. You can say any fighting game is jank. The difference is that Melee has been around so long and keeps getting pushed while majority of other comp scenes move to newest entry, as the devs/publishers only support those comp scenes and e-sports. Melee, and even most Ultimate, tourneys don't have that luxury.
It is the difference with grassroots vs company run e-sports scenes.
