I think the "power" is literally Determination again, but it's being used in a different way and Toby doesn't want people to conflate Deltarune with Undertale, so they're avoiding saying the D-word.
Determination in Undertale mostly revolved around the "power to SAVE" and refusing to die. This was pretty thoroughly explored in Undertale and it doesn't seem too relevant to Deltarune, beyond the pretext that the SAVE points "fill you with power" (Determination).
What's more relevant to Deltarune is the physical nature of Determination as discovered by Alphys (or perhaps Gaster). It is essentially "SOUL power," what makes human SOULs so much more powerful and persistent than monster SOULs. Monsters in Deltarune are apparently not so fragile, but Kris's human SOUL still seems significant, and is used as the vessel for YOUR "power."
The other less explored aspect of Determination is, well, being determined. Persistently working toward your goal, overcoming every obstacle in your path, seeing things through no matter what. Getting stronger, no matter what. No matter what.

In the Genocide route, after you've eliminated all of the enemies in an area, the SAVE points simply say "Determination."
