I personally interpret it as (You) being able to simply understand him because you're a higher being, while his speech and writing is incomprehensible to characters in the game now (appearing as illegible handwriting and "strange symbols") as a consequence of what happened to him, with him likewise becoming a "higher being."
(Yes, we assume that "W. D." stands for "Wingdings" which implies that he was a font skeleton like Sans and Papyrus and talked like that when he was alive, but it's hard to imagine how he was the Royal Scientist if he could only communicate in gibberish, unless he was just that good or could "turn it off" like Sans can. Or used alternate means of communication that could somehow make him understood, like phones)
I think Deltarune has supported this, with for example the voice on the phone being just "garbage noise" to anyone who heard it except Spamton, and him describing his [[Communion]] with [[Unintelligible Laughter]]. The Man Behind The Tree, who hasn't been depicted as communicating in Wingdings and isn't exactly Gaster but isn't exactly not Gaster either, has his Valentine described as a "strange letter" that's "illegible" but "if you squint your heart [SOUL]" you can understand it anyway. And The Man says that whatever happened to him has rendered it impossible for him to communicate normally in the world of Deltarune - he can only speak to us outside of the game, or in extremely strange circumstances that shouldn't exist within it. Similarly, "The Voice" does not speak to us within "the game" itself, only in the layers above or below it like in the save menu, the credits or pulling us aside in a Game Over.
