To the game, nothing, but the trading scene which is like 95% of the "players" of cs is now completely fried, it relied super heavily on very rare styles of knives and gloves as cornerstones of value, but now anyone can create any skin. People have used $1-$10 skins to create a $75,000 skin (emerald flip).
They're not tradable which means you can't just buy up all those skins to trade out, but it does mean that someone saying they own "a super rare" means nothing because anyone can get them.

CS has always had the option to "Trade up" skins from a crate (a "set") to the next highest rarity. It's usually 10 of one rarity to 1 of the next highest.
Now, they introduced an option to turn reds (the "highest" rarity) to knives/gloves (typically they were like jackpot hits, or golds).
Those jackpot hits can sometimes have "patterns" (pseudo-rng), designs that change the look of the gear to make it slightly more "unique". Some of them are super rare on top of super rare and do things like turn a knife from a marble blue to a pure, deep blue (sapphires), this also exists for red and green and black, those knives can be worth upwards of 5 figures, some at 6.
Those skins can now be gotten not just through an extremely lucky roll on an otherwise expensive case (as some cases can go upwards of like $100 nowadays), you can just buy dozens of the flooded low value reds for $1 to $10, and throw them in a tradeup to maybe get something of insane value. It basically gives value to all of those old "worthless" reds that weren't the rare thing people wanted.
