Vampire the Masquerade is a very zesty franchise in general, that is part of the appeal. It is kinda gay at a basic level. It is part of the vibe, the franchise is like one of those fake clubs that Bill Hader used to describe on SNL. But it had enough hetero sleaze to keep the scales balanced.
This went a bit too far and tipped the scales. Threw off the balance. Too much zest, not enough sleaze.

Haven't played it yet, but I like building unique characters and seeing how they interact with the world in different ways. The first game was good for that, this one sounds like it isn't.

To play devils advocate: To make a game on the level of bloodlines 1, but in modern times does require exponentially more effort. Everything is much, much, much more complicated now. Animations are mo-capped now, game engines are much more complicated, realistic light and shadows are much harder, because they could just be "faked" back then, animations are more difficult and complex, textures are much more detailed, maps are expected to be much more detailed, the number of features that are expected have exploded in the last 20 years, and then you take all of this and you multiply it again if you have hugely varying story branches. Everything is much more difficult and complex now.
That being said: It's not IMPOSSIBLE. you can ABSOLUTELY do a lot of this shit, if a publisher puts the game before the profits, and hires a decent team & gives them enough freedom. You ask:

It's not just photorealism. Depending on the game, you still have to go for either photorealism, realism, or stylized (cartoon, comic, cell shaded, etc), and even all of these take way more effort now. In 2004 windows in buildings were often just flat JPGs, with maybe a raised model for the frame if you're lucky. Certainly not on windows further away from view. Now windows require a shitton more modelling, and usually a fake 3D effect for what's behind them. in 2004 leaves and plants often were just 2D sprites rotating towards the players view, or in WoWs case were the same 2D jpg arranged like an X so you could see it from any angle except above. 20 years ago, everything was much simpler and you could get away with it. Even if you make a stylized game, the expectations for detail are much, much higher. You can't really get away from that.

Just beat it, the story is absolute dumpster fire, every single plot point relies on you not knowing ANY VtM lore, even from the first game. Main character is dumber than Tommy Wiseau (and as another anon said, even has a similar voiceover) and he shouldn't have been an elder vampire because even a weakened elder vampire can and should:
1. Dominate every single person in the city to get information without repercussions instead of doing retarded forced stealth sections and fetch quests.
2. Crush heads of any vampires that disrespects him, like 99% of characters are seem to be doing throughout the game.
3. Recognize what happens to another vampire's body after final death (that was one of the most retarded fucking moments in the story).
4. Tank the sun with Fortitude 6+.
5. Not be Tommy Wiseau-tier retard.
It started well but roughly at the 50% mark I was starting to get extremely annoyed and near the end I pretty much skipped 2 entire Fabien walking simulator sections' dialogues (because you already know pretty much everything that happens at that point). The IAO ending is just retarded too.

So, before I get started, part of the problem is that the Chinese Room are bad at making video games. This is not the core of it, but it's important.

The real issue is expectations, and this is entirely a self-made problem by Paradox. Bloodlines, for as bad as it is, is a classic. There's a certain feel to bloodlines that people love. There is a reason that people still praise it years later.

In choosing to make a bloodlines 2, Paradox said that they will make a game that carries on the spirit of Bloodlines into a new game. This is the promise that this 2 carries. That if it's not a direct continuation, it's going to carry with it the same general design principles and spirit.

And this is where bloodlines 2 fails. Now, bloodlines 2 is not a good video game. But more so than that, it's not a good follow up to bloodlines. The story and scenario, the way the game is laid out, the lack of decision making on the player's part, a general lack of the immersive-simness of it. All of these things make it feel like it's not a bloodlines sequel. It's some other game that has had the bloodlines branding stapled on to it to move more units. It's a bait-and-switch.

And I think bloodlines 2 is bad. But I feel like reaction to it would have been better if it was a VtM game but not a bloodlines game.

there are no save files, no manual saving at all. it's all one SINGLE automated profile. not that you would ever want or need to play on alt characters, because there's only one singular experience in that game anyway. but enjoy dying in a quest that has you running the entire length of the city, and only checkmarks 1000m away.

important characters only exist in empty, walking sim safe areas, and only when required for an active quest. yes very specifically 1 active quest - spawns, scripting, and flags only exist in this open hub game, 1 quest from start to finish at a time. game dev is hard, guys.
quest design devolves into basic chore slop within the first couple of hours.

I think one of the benefits of the generation gimmick is that someone in the modern day can be embraced right now and get an advantage over a lot of contemporaries. But I do agree that in most fiction I prefer just to have 'age defines power'.
