It may not mean what it literally says.
Win10 and 11 are nearly identical, and unless there is some arbitrary 'sorry we say you can't be on 10', it's likely what is meant is "this game is supported on 11, and not officially on 10". Plenty of games that were allegedly 10 exclusive worked fine on 7, and there's an even greater chance of that happening here.

Why pay capcom when modders can do it for free, faster and without any limitations by their "reputation".
And its not only regarding piracy (the ticket mod is still at nexus for world kek), but also some modders are true artist and what they deliver rivals or surpasses the quality of capcom stuff, some mods even fix issues with games that capcom never bothered to address. Modders gave us a cutscene skip for world, transmog and even fixed the texture loading issue 6 months before capcom patched it.

yeah pretty much, theres actually a lot of AAA games that can run on windows 7 if you just use DXVK (which you shouldnt because the peformance is dogshit) and its only because of the directx requirements, windows 10 will stop getting games when theres a new directx feature, or whatever API feature like directstorage gets a new updated version. this also could happen with C++ versions too which wont happen another 5+ years because ive seen AAA games sitll use the 2015 C++ version
