Was the leveling experience always so shitty, even in 2004?

Was it this shitty in 2004 or is this a modern phenomenon? I can imagine in 2004, people socialized a lot more with strangers. Things like talking to strangers over the internet were still not taken for granted. Also, open world was a relatively new and mind-blowing thing at the time. I can imagine doing the same reskinned 5 quests over and over again felt more exciting back then.
I've made two classic characters since 2019 and both times I've gotten burned out at lvl 25 just because of how insanely boring it gets at that point. Even when playing it as a "second monitor" game the boredom is mind-numbing. Literally no one socializes. The world feels dead. Might be an EU realm thing because half of the realm population consists of humorless german autistics and rude french assholes.
