There's the problem. The game's system doesn't really let that type of development do well, since most times you just need two or three really developed stats per mission. Rounding out just makes you reach halfway to the needed area. But the game does encourage you to have some characters like that, with Malevola and Golem starting out rounded, and Golem having an ability to help him out there. But with the others, you should focus on their strengths and keep two of each stat with some mixing (i.e. someone with mobility and combat, someone with mobility and intelligence.) Also, abilities really allow to make things smooth.

It's an easy decision, but I still like both characters for their pros and cons. Courtney is obviously problematic and troublesome, annoying, but soulful and cute. Mandy is a star, a major player, someone who has connections and throws herself FULLY into what she cares about.

Mandy covers your shift for you. Courtney disobeys every single order you give her.
